Turn in "Hellscreams Gift" - No quest given or offered

I've just come out of Pandaria and chosen Horde. When I talk to Garrosh Hellscream and he goes through the introduction to the Horde, the quest is complete and he offers nothing further. Your guide at Step 170 Pandaren (1-12) tells me to talk to Garrosh Hellscream and turn in Hellscream's Gift.

He doesn't offer me a quest at the original location or at the entrance to the arena in Valley of Honor.

So you did the walk around the area as he did his little rambling about the Alliance being your enemy and when he finished near the arena you were able to turn in The Horde Way quest but there was no quest to accept? Did you check the quest log to make sure that it wasn't accepted automatically?

He never took me for a walk. He talks about the Alliance being the enemy whilst in the stronghold and when I hand that it, that's it. He doesn't offer me another quest.

Not sure if Blizzard have changed something recently.

It's possible that they changed something with the 7.0.3 patch.

I had this happen the day and raised an in game ticket.

Blizzard has confirmed that this quest has been removed from the game

In Aug last year it was reported this was removed from the game and you said you would add it to be fixed.....thats now over 6 months ago and I cant progress as your quest helper is still telling me to pick up this quest....

I see that this is still open in our bug list. It appears when it was first looked at for fixing there were problems with getting guides loading in game so it was marked as something to come back to later after getting the guides working again. After that it's been on the back burner as a lower priority item with getting the other Legion guides finished. I'll give the team a little nudge on this to see about getting it fixed.

This is actually the last quest in that guide. You can load up any guide you want to do that is the appropriate level range for your panda and go from there. You can open the guide selection window (orange down arrow on guide viewer) and look in the Suggest section to see appropriate guides for you to pick from.
