Suramar Building an Army quest not available

I'm working through the Suramar section of the guide and I just turned in Quality of Life however I'm not able to pick up Building an Army. What did I miss? Thalyssra has a quest (that I'm on) called Thalyssra's Abode but besides that all I can do is shop / set him as my hearth.

Try running thru the first few steps of the World Quests daily guide. Run that to step 8 and then come back to the Suramar guide. Building an Army is for the Withered Army world quest unlock so you might need to make sure you have the world quests unlocked for it to become available.

Also had the same problem, you need to complete this quest first: http://www.wowhead.com/quest=43341/uniting-the-isles

Can this be integrated at around step 386? After the quest "quality of life" you should add a notification so that the player knows to complete the guides of the other areas first (or at least get friendly rep with all the legion factions)
