The pathing to get to this quest zone is not right. The only instructions the guide provides is an arrow pointing towards the zone but the quest is not accessible overland. What you need to do is to fly to Lornas Watch and speak to Vethir, the dragon right behind the Flight Master. Select the choice, "Take me to the top of the Galebroken Path."
