It appears that it might be a time-gated thing. I found a WoWHead comment where someone said they completed the Begin Construction quest on a Wednesday, had to wait 2 days before Spiders, Huh? became available, then had to wait another 2 days before Grave Robbin' became available. If she is telling you to come back later then this might be what you're seeing.

Yea, it appears to be gated in some way or another (like pretty much everything in this expansion *sigh*). I was able to get "Grave Robbin'" today; however, the next quest wasn't available when I turned in. So, I guess I'll check tomorrow.
