The objective is to begin the "Requesting Reinforcements" mission. It says in the guide that this will take 12 hours to complete.

Minor detail, but it is 1 hour.

Blizzard may have reduced the time for that mission or it might just be that you were able to reduce it with the choices you made for the team to send for it. There are a lot of missions that have a base time which can then be reduced by countering the different effects. We'll have to check into it.

The tip in question has been updated to reflect the new time requirement of one hour.
