Stuck in Suramar?

I have been running the Suramar guide, and I am at step 386. It says I should be able to accept the quest "Building an Army" from First Arcanist Thalyssra, but I can't. I went back and double checked that I completed every step before this, and I have.

Any suggestions?

Did you feed her to make sure she will give you quests?

She has been fed multiple times, i even left the game for several hours and came back, fed her again, and still no quest.

Oh, you do have to finish the Uniting the Isles quest which is what unlocks the world quests before she'll give you this quest so that might be what's holding you up. Just load the World Quests Unlock Quest Line guide (in the dailies section) and that will get that quest done for you and should let you pick up this quest from her.
