Where is "The Broken Shore: Investigating the Legion" quest?

I'm pretty sure I used Zygor to complete this quest chain on my other characters, but I can't seem to find it all on my latest 110. The quest is "The Broken Shore: Investigating the Legion" and it's the quest you receive once you're at 35 artifact power ranks.

Also, it would be really nice if there was a way we could search for particular quest names within all of the Zygor guides. Even if it were something on a website (i.e., if it's not possible to do with the in-game viewer), it would be VERY helpful. Otherwise, sometimes it's just really challenging to guess where the quest might be located given that the naming schema for Zygor guides is not very consistent across expansions, etc.

OK, after I turned in that quest (and a couple other quests), I finally got the chain to show up under the "7.2 Order Hall Quests" guide.

There is definitely something broken with it though, because when I had 35 artifact power ranks, and when "The Broken Shore: Investigating the Legion" was available to accept, the guide was not stopping at the step to accept it. The guide was simply fast-forwarding right to the end of the guide.
