To clarify, each step of the guide dynamically adjusts to show the guide instructions, and some steps have more instructions than others. It isn't caused by picking up more quests, although a step that has you pick up a bunch of a quests may indeed be one of the longer steps. There's really no way to disable the dynamic scaling since it needs to be able to show you all the instructions you need to do, however, there are some tips that may help reduce sizing:

The following can all be done under Options / Guide Viewer

You can decrease the size of the Guide Viewer and Guide Viewer text.

You can also enable "flip Viewer upside down", which will cause the dynamic scaling to scale vertically, which you may consider to be a better experience.

It's possible you have an increased number of steps set to be shown. If this is the case, you can set this to only show 1 step at a time, which is the default.

You can disable "Show step travel directions" here as well (or by clicking the footsteps icon on the actual Viewer). This will remove the extra lines in the viewer that say things like "Follow the path", "Enter the building", ect. It will not affect the waypoint arrow, which will still tell you these things and point you where to go.
