Leveling Guide Confusion

Been using the Leveling Guide to help me finish Loremaster Achievement and it is confusing me.

In the areas I am questing in I get to the guide and it says I am finished but when opening Leveling Selection screen it says I am 97% finished. The guide offers no more quests.

Am I missing something?

I have no idea if I have finished any areas.

You can ignore that % number you see on the guide selection window. That's just a rough estimate and can be off due to little things such as a breadcrumb quest that can't be completed, a step that was only there as a travel step and had no quest associated with it, etc. The % that is displayed is a very inaccurate science so take it all with a grain of salt.
