Exploration Achieve' Guide is hopeless

As the title says im using the guide for exploration achieve, is will not sync properly with places already discovered and similarly wont update and move to the next step. It skips places that haven't been discovered and marks them as complete when they're not.
I have to manually select the next step then open the achieve window to cross reference whether the step has been done or not. Which kinda defeats the purpose.

Ive deleted all saved variables, Ive reinstalled the guide nothing works.

Is this your only character? Achievements are account-wide so if you completed exploration on one toon for a specific zone then Blizzard will tell the guide viewer that all toons have completed that and the guides then try to skip it.
