For flying in Draenor you want to use the Draenor Pathfinder achievement guide.

If you type pathfinder into the search box on the guide selection window you should be able to find the Draenor Pathfinder guide easy. That lists all of the requirements to get the achievement and obtaining the achievement unlocks the flying.
