Legion Intro & Artifact Quest question

Why do all my toons for months never say 100%? They are always stuck around 13%-20% on 74 toons. Clean install and even on a computer that never had any addons or Zygor?

This is because the completion % is meant as an indication and not an absolute. The completion % goes by the number of guide steps your toon has completed for that guide compared to the total number of steps for the guide. The first 145 steps of the Intro & Artifact guide are only completed by newly boosted 100 toons so you most likely have not done those. Then there are also many steps in the guide that are class specific (all of the different artifacts) so you will not be able to complete any of the ones for the other classes. I would say that roughly 15% of the guide would be the max any one non-boosted toon could do for that. You will have a very similar situation for the Order Halls guide since that contains steps for all class halls but you can only do the steps for your class.
