Over on Wowhead, they're detailing how the pre-Warlords of Draenor zones will all share level caps based on the expansions of which they were a part.
This means, we can pick a few favorite zones and quest the heck out of them until we hit max level for the whole expansion. For example, Bloodmyst Isle you can start at level 10 but do useful leveling stuff in it until you hit level 60. If you go visit it at level 30 and you haven't done quests there, the quests will be scaled automatically for a level 30 toon.
I see some pros and cons (and, potentially, a lot of work on the guide system if they want to milk this for maximum fun).

Pros
- We can go where we want, when we want, to keep leveling up.
- No need to worry about "is this too high a level for me" concerns. If you're above the minimum, the quests will also scale down for you.
- We don't have to worry about leaving a zone's quest chain unfinished because we can just complete the entire zone before moving on to the next zone.
- We can now add in those "side quests" that we (and/or the guide) didn't include before because their added value was minimal. For example, if quest chain A and quest chain B were both tuned for the same level range and completing chain A reduced the value of chain B, now chain B will scale up to our new level and become a valuable chain for us.
Cons
- No more intentionally taking quests that are orange (a bit higher than your level) to maximize the XP you get because I'm assuming all the quests will be tuned to your level.
- Confusion as people who got so used to always doing it the old way find the new way frustrating.
- A boatload of work (maybe even two boatloads!) as the guide writers and, possibly, the programmers do a little magic to ZygorGuide to take full advantage of the flexibility that will be available. For example: You've just hit level 40. Where do you want to go (all are viable options):
- Winterspring: 40-60
- Felwood: 40-60
- Thousand Needles: 40-60
- Tanaris: 40-60
- Un'Goro Crater: 40-60
