    Missing NPC in Rivenspire

    On step 252. The guide says to "Talk to Gwendis" and accept "The Concealing Veil." She's not at location 21,64. According to https://elderscrolls.wikia.com/wiki/The_Concealing_Veil this quest is found in Lorkrata Hills, east of Shornhelm.

    Follow-up. She appeared. Interesting. I had to leave the area and come back later and she appeared.
