Wetlands guide quest issue

Step 25 of Wetlands, Kill Torrention. Did not spawn for me or multiple others after looting Seismic Record from step 24. Either has been removed or is bugged. If removed, including this step still made me waste a lot of time trying to get it to work.

Not removed, just bugged and something that Blizzard has to fix from what I can find info about.
