You should be getting server trend data now unless you play on one of the Taiwan servers. Those appear to be the only ones still affected.

Try opening the Task Manager (Ctrl + Shift + Escape) and in the Processes tab (pre-Win8) or the Details tab (Win8 or Win10) find the java.exe process that is running. When you find it end that process then try running the client again.

On the desktop client you can see WoW and ESO in the middle. Beside them are 2 small boxes. What color are those boxes?
