Is it just me, or is this quest currently not possible to complete? I found the first NPC easily enough, as she's in the same area where Genn has his meeting and the player selects their war map zone.
However, the other two NPCs are nowhere to be found. I'm right where the dot on the map says I should be, and Wowhead comments (and video) indicate that I am in the correct place. However, neither Flynn or Joseph are to be found.
Anyone figure this out?
