Storms on Vally missing "Deals Off"

Step#94 Farmer Goldfield
I gave him his flowers and he disappeared.
He was supposed to give quest "DEAL'S off"

I have looked all over for him, so I started a new area and ended up at the same place.

Looks like it might be bugged on Blizzard's side. I see comments from other players on WoWHead posted today that he just disappears and they can't get the quest.
