You can skip that if you don't auto-accept the quest. For some reason, not everyone gets it, but it's just a breadcrumb to tell you to go back to your main city to continue your war campaign. You should be able to simply skip to the next step and continue on as normal. We'll get this fixed to not stop on that step, though. Thanks for reporting!

When I skip to next step I end up having to skip 16 steps

Oh, right, that is the War Fronts intro quests. The war fronts arent released yet, so you can skip all of that for now. We will work on getting that fixed for the future, thanks.
