Horde War Campaign issues

I can't even start the War Campaign guide. Any help? I'm 115.

The Navigation says "Talk to Grok SeaHandler, tell him to take me back to Zandalar." But he isn't even there.

Have you used the Intro & Quest Zone guide to make sure all 3 of the zones have been unlocked?

Are you sure you've completed all of the steps leading up to the step you're on now? We released a few guide updates today that worked on the War Campaign guides, so if you updated your guides, try starting at step 1 of the War Campaign guide again to make sure you haven't missed anything.
