They are still useful for people doing legion content since the relics are the only things that can be used to improve an artifact in any way now. If it will or will not sell on your server is another thing which is where your knowledge of your server comes into play. The gold guide can only make suggestions but you still need to sanity check all suggestions to know if you want to take on that risk of it possibly not selling.
