After step 111, 112 should tell you to go to the flight master and click something like "hey just give me a helicopter" to fly to Bilgewater habor.
But 112 tells you to pick up a quest in bilgewater habor already. So if you stricly follow the guide, you swim to bilgewater habor because by default u dont have the flightpoint :-)
