The guide tells you to use the "Bot Cluster Bomb" as the first step, but you cannot do this until you steal the 10 sea mines, which show up as the next step of the guide. Just need to flip the order around.

The mines are not required for the bomb but it appears like it is bugged that when you have What's Yours is Mined quest that it bugs the bomb button. The two fixes appear to be either abandon and then re-accept the Breaker Bad quest to get the bomb button back or destroy the Reef Breaker with the bomb before accepting What's Yours is Mined. We'll see about swapping those steps or adding a text tip about it.

If you literally just swap the guide steps so that you gather the bombs first, it completely eliminates the need to abandon and reacquire any quests...

Yeah, I'll be leaving it up to the team to decide if they want to swap to collect the mines first or if they want to swap to destroy the breaker first and then accept the mines quest.

As the guide currently is written, you accept both quests at the same time, then leave the hub to complete both simultaneously. Switching the steps is, in my opinion, the best fix.
