Viewier doesn't restore open guides?

Should the viewer restore the open guides/tabs I had opened last time I played WoW? It isn't doing that.

That is controlled by the saved variables file. When you exited the game last did you select to exit from the game menu or did you close the game window without doing a proper exit?
