The NPC that it directs you too in Orgrimmar actually doesn't sell this type of alcohol. However the guide later directs you to Dalaran, and there is an NPC in the Underbelly who does sell this type of Alcohol.

You can pick up any strong alcohol for this event from any of the vendors if you want. Will add this to the bug list so the guide can direct you to a different vendor in Org for the Flagon.My Flight Path Follies guide
