Ebonheart, Stonefalls (6-16), Step 411

I am stuck here. Have followed the guide to the letter, and step 412, Talk to the Prophet doesn't step any quests, and step 413 to portal to Coldharbour is nowhere to be found. What am I missing?

10 now, no difference in the Prophets reply, so still stuck.

This is the main quest line with the prophet. For me, I had to go to Davon's Watch first, where the prophet spawned and gave me the quest. It is only available at level 10.
