Are you running the most recent version of the guides? The first step for me isn't to speak to a quest giver, but it's to find Captain Sarandil and talk to him for a quest you picked up in Grahtwood (15-25).

which step in grahtwood is that as when I hit level 2 i went to grahtwood so I might have missed picking up that quest.
