It looks like the garrison quest is what's breaking the guide going forward. It was working fine until I completed the garrison quest ..Comment

These quests are probably related to the type of outpost or garrrison building you choose.
The Zygor team are working on this but the only workaround currently is to skip steps with quests you can't get.
