Step 53, "Befriending the Locals", does not appear in game. /run print(IsQuestFlaggedCompleted(37327)) returns false.

Step 197, "Not Here, Not Now", shows as not having been completed accepted on a rerun of the guide however the quest is not available to pick up. Running "/run print(IsQuestFlaggedCompleted(37331))" returns as true. Is it possibly using a different quest ID in the guide?

Step 213, "Standing United", does not appear in game. /run print(IsQuestFlaggedCompleted(37281)) returns false.

There are quests that are only obtainable dependent on which garrison buildings you have. The guide is currently showing quests for all buildings. We are working to get this fixed but if you find any quests you are unable to accept please just skip the steps.

I'm aware of the issue with outposts and have already skipped those quests - a step I had to take in Gorgrond. The quests I listed above are not outpost related however, at least according to Wowhead, hence why I listed them.

In fact the second quest I listed does exist (by name) and can be take taken and completed however the step of the guide that tracks for quest completion is looking for a different quest ID to that I have completed.

Befriending the Locals is a mutually exclusive quest with Peace Offering. These are both breadcrumb quests to lead you to a quest hug. If you have Peace Offering in your log or you have accepted the follow-up quest A Lack of Wasps then this quest will no longer be available to you.

Not Here, Not Now we'll have to figure out what's up with the quest id because there are two of them in the game. Possible that each one is linked to a different building.

Standing United is only available if you have the Brewery in your garrison.

It was just the initial response overlooked the second issue so I (wrongly) assumed yours was was just a blanket statement for all Spires of Arak bugs raised here.
