News from Nagrand Quest - Not being offered this quest - Step 253

My guide has stopped on the quest "News from Nagrand" which i'm supposed to get from Shadow-Sage Iskar. He doesn't offer any more quests.

I've advanced it one step and I can't turn in the quest at my Garrison as I need the one above

I dinged to 98 and he now offers me a quest so I can continue.
