Talador Step 155 wrong?

I am at the point of accepting "Holding the Line" in Talador, step 155. I already had to grind to hit 95 to get the "Every Bit Counts" quest but holding the line is still unavailable from Exarch Maladaar.

I can't find any reason why it's not available. There might be some hidden quest requirement that we do not know about. We will have to investigate this one more to figure it out and make sure it will be available when you get to it.
