There is a prerequisite quest that is missing from the guide. that should come right before you first speak to Hulda, that is the quest "Not Here, Not Now". Until you do this quest you won't be able to receive her quest "Attempted Murder"
Edit: Also on step 19, the guide doesn't mention it but you can ride the gryphon next to Hulda back to southport...as step 20 takes place in southport.
