Frostfire Ridge - Make Bladespire Citadel your home

Why do we not make Bladespire Citadel our home at step 71, when we are standing next to the innkeeper ?
Comes in handy for hearthing at step 91.
Currently Bladespire Citadel is made our home in the guide at step 109.

This is a change from normal. Normally people are asking about how to stop those setting the home steps from showing because they don't want to change it.

I would imagine that it was this way due to a garrison building thing but I'll add this to the list to get moved.
