The guide for Soulbinder Tuulani is incomplete. While you technically have the two quests required to actually obtain her, you are missing all the required pre-quests. You can't get Into the Heart of Madness without first completing several quest sets that lead up to it. Until you do, Exarch Maladaar doesn't show up at Retribution Point.
It seems like several of the non-leveling guides assume that you have done most if not all of the regular leveling guide and this just isn't the case for many of us, especially alts. I don't mind being told to go load and do a different guide first but, at a minimum, I'd sure like to be told that before I run all the way over to somewhere that does me no good.
What happened to the old way of doing things where you point out the pre-reqs and even offer to load said guide?
