Talador guide step 1 incorrect questgiver

The guide is telling me to get this quest from bodrick grey but he doesn't give it... You get it from the Bulletin Board just down the stairs from him. This is confirmed by the wowhead page:

This quest can be obtained from Bodrick or from the Hero Board. Normally you can get it from Bodrick but if he doesn't have it then you get it from the Hero Board. http://www.wowhead.com/quest=37183/the-critical-path

No one has been able to figure out what determines which one you get it from.

Can you update the guide to the user know that if Bodrick isn't giving the quest to go look at the Hero board? I was stumped by this too until I looked here.
