The quest 'Temple of the White Tiger' is not available at my level 100 char.

There should be an additional option to allow the player to move on to the next step if the quest is not available.

That is a breadcrumb quest I believe so it's possible that being 100 might be preventing you from getting it. The option to allow you to move to the next step is that arrow pointing to the right (top left of the guide viewer) to advance to the next step.
