Cooking leveling will not reset for new character

I'm trying to use the cooking leveling on a level 13 character with 75 cooking skill. The first step saying to open the cooking window is checked as already completed. The last time I used it was with a higher level character. It is now trying to send my level 13 to Pandaria to continue the guide.

We are working on re-writing all of the profession guides. Right now we have a lot of the higher level guides released. The lower level guides should be released soon.
