This NPC does not have that formula anymore, instead she sells "Enchant Cloak, Minor Agility".

She does still sell the lesser strength formula but it's just like the minor agility formula. Both of them are a limited supply item and she will only ever have 1 of each formula and if someone purchases one then it will take a while until she gets that item back in stock. If she didn't have it when you visited her then that means someone else had been to her recently and purchased it. I believe (not positive) that the restock for the formulas is about 15-45 minutes.
