From my research you cannot get Preserved Holly by kissing the revellers. You get Fresh Holly this way.
To get Preserved Holly you have to wait until xmas day and open a Ticking Present.
You can trade the Preserved Holly, so if an alt or friend has them, then you can get them this way too. You can also buy off the Auction House.
Both types of holly can be used for the achievement so it would make sense to change the text to Fresh Holly.

Yeah, looks like they meant the Fresh Holly but put in the Preserved Holly. I'll make sure they know so it can get fixed.
