Horde - Azsuna area - leveling step 258

After step 258 the guide sends me back to the Class Hall guide. I understood (as a returning player) that an area covers 100-110.

What's going wrong here?

Because of the new zone scaling each zone can match your level between 100 and 110. You will not be able to go from 100-110 in one single zone. Each zone will give you about 2-3 levels with the questing before you have to go to the next zone to keep questing. When the guide takes you back to your class hall that is so you can pick the next zone to unlock for questing in.

Now you could, of course, stay in one zone for your entire 100-110 leveling experience but this would require you to mindlessly grind out 7 levels worth of XP from killing stuff over, and over, and over, and over, and over, and over again. This is not recommended because at 110 you have the opportunity to unlock World Quests, Legion's version of Daily quests. In order to unlock the World Quests (primary source of artifact power at max level) you need to be at friendly reputation with all of the factions in Legion and in order to get to that point you need to quest in each of the zones.
