Currently the travel system seems to think if the whistle is off CD, then it is the best route to get anywhere. I just tested the distance I need to be in proximity to the closest FP befire running to the FP was faster. I stood on the Flight Master and the whistle was still "faster".
I'm not sure how to explain but I know for one, cast time of the whistle needs to be incorporated in calculations. And beyond that, common sense. If I'm 200 yds from a flight master just running up to it the whistle would technically be fater; however, really? The whislte has a CD, so it would be more intelligent to just run to the FP in that case.
