Legion guides for me only go to 99% except for one

Does anyone else find this? Val... is only one that has a check beside it all the others go to 99% and stop.

Except for Surmar, I have not finished that guide yet.

That could be something as simple as a breadcrumb quest that you weren't able to do because of doing other quests (very normal thing) but the guide viewer still counts it as not being completed. If you know you've done all of the quests in the guide and you have earned your zone Loremaster/storyline achievement you can ignore that 99%.

At the end of each quest line... there is a DUNGEON requirement. Look at your in game Quests tab and you'll see a dungeon quest for that zone. Complete that quest and your Zygor guide will reflect 100%

Ah yes, I forgot about those quests. We have you pick it up but we leave it up to you if you want to do the dungeon and quest to finish it off. The dungeon quest is not required for the Loremaster title with an exception in Suramar where you have to do the one raid in order to complete the Good Sumaratan achievement which is part of Loremaster.
