Netherstorm step 38 says to accept High Value Targets from Spymaster Thalodien, but if you have sided with the Aldor you're probably hostile with the Scryers so you can't pick up the quest.

Ah, looks like a step that was missed to be tagged to only display if neutral or higher with scryers. We'll get that fixed.
