Azsuna guide leading to missing npc

Marius felbane isn't where the quest guide indicate for azsuna quest completion. The quest is felblaze ingress. The guide doesn't indicate that I need to complete any other quests for him to be there. I'm stuck, please help.

That quest is a breadcrumb and may not be available depending on what other quests you might have done in the zone. If you are not able to accept the quest you should be able to safely skip that step.
