The order hall guide has me using my Hearthstone to go to "Thornton's Cottage" (Current saved location and Dalaran stone on CD) instead of taking the portal titled "Maelstrom" that is on the same platform at quest turn in on Step 62. I took the portal and the guide arrow told me to turn in "Oath of the Windlord" to "Advisor Sevel" which is good.
