BfA: Stormsong Valley Step 256

Step 256 of the Stormsong Valley guide says to pick up the quest "Ruin Has Come". The problem is, that quest appears to only be available to players level 120. If you're doing this zone first or second, you won't be 120 by the time you reach this quest.
