Twilight Highlands change of quest givers

Step 2:

Warchief's Command: Twilight Highlands is now turned in to High Overlord Saurfang rather than Vol'jin.

Machines of War is now given by Eitrigg rather than Vol'jin, as is the follow-up Where is my Warfleet? in step 9.

We have it planned to go thru that zone (along with many other zones) to do re-writes/updates for the zone leveling guides on the Horde side. We'll make sure to take care of this when we're doing that.
