Someone in the Comments mention that:

This quest might have been removed. As a level 11 Undead mage I can't even obtain it. Hummmm...

EDIT: I just finished At War With The Scarlet Crusade and it's obtainable.

There are 2 Different Quests with the same name. I got only the first one. I dont know who you supose to get the second one. He had only one for me and i was running one time for nothing there.

Updated the First bug i messed up with a link for some reason. Also i think you only need the first Part of "At War With The Scarlet Crusade"

Yeah. Once the first part of "At War With The Scarlet Crusade" is completed you can pick up "Proof of Demise". I just did that.
