The quest Buzzbox 323 is taking too long to do since the low drop rate, can i skip that quest line? i'm already level 16 and 3 steps ahead it says please grind to 16.

It looks like that quest has one more part in its chain after that, so you might not be able to do Buzzbox 525 later on if you don't complete it, but yes, other than that, you probably can. If you run into issues later you can always come back to it.

is "Beached Sea Turtle" in that quest line? because if i skip buzzbox there is no Quest at the turtle.

I believe you may need to do the quest "Washed Ashore" first:

You could try reloading the current guide and let it land on any incomplete steps in case you may have missed this.
