The Sacred Flame seems to be missing steps like killing the mobs to get said item and filling it with water.

Ahh, if you were starting in the middle then you would have missed the step for accepting the quest and maybe even the steps for doing it. If starting in the middle just skip steps for things you can't do and you'll get in sync before too long.
